세력전이 이론의 시각에서 본 투키디데스 함정 탈출의 구조적 조건: 21세기 미국-중국 관계를 중심으로

초록

세력전이 이론은 투키디데스 함정을 벗어나는 방안으로 “세력 우위 유지, 국제질서에 대한 만족”이라는 두 가지 구조적 조건을 주장한다. 본 연구는 세력전이 이론의 관점을 21세기 미국-중국 관계에 적용하여, 두 국가가 투키디데스 함정을 탈출할 수 있는 조건을 구체화하였다. 첫째 조건은 “동맹 확충에 의한 세력 우위 유지”로서, 국력의 성장 요인이 국가 내부에 존재하며, 외부에서 타국의 성장 요인을 인위적으로 변경하기 어렵다는 세력전이 이론의 명제와 경험에 근거한다. 둘째 조건은 “달러 기반 국제금융 체제에 의한 만족도 유지”이다. 미국이 설계한 국제금융 체제에서 중국의 부상이 이루어졌으며, 성장 지속을 위해서는 이 체제로부터 탈피하기 어렵다는 현실이 만족도 유지의 동력으로 작용한다. 미국의 달러 패권은 중국의 성장 지속에 긍정적으로 작용하여 국제질서에 대한 수정 동기를 약화한다. 투키디데스 함정 탈출을 위해 미국은 대내적인 성장 동력 확보와 대외적인 동맹 결집 정책 간 마찰을 해소하여야 하고, 금융패권 지속을 위한 달러 가치 유지에 중점을 두어야 한다.

Abstract

The Power Transition theory provides two structural conditions to avoid Thucydides Trap, -the power dominance, satisfaction over international order. This study specifies the conditions applicable to the circumstance of the U.S.-China competition after critical appraisal of the concept of political capacity and satisfaction. The expansion of the U.S. alliance system for the power dominance, and the maintenance of dollar-based international financial system for the satisfaction are suggested. The former is indispensable to offset the disparity of growth factors between the U.S and China. The latter abates revisionist incentives by ensuring the dollar hegemony to the U.S. and providing opportunity for further growth to China. In order to avoid Thucydides Trap, this study holds that the U.S. should reconcile the demands from constituency with the demands from allies, and should uphold the currency value.
