정조의 탕평 소통 리더십과 민주 시대의 사이-소통 리더십

본고는 정조 임금의 탕평정치를 리더십의 관점에서 조명함으로써 한국의 정치 사회에서 소통과 공공성을 최대한 온전하게 회복하고 발전시킬 수 있는 바람직한 통치 리더십의 원리와 방식을 구하는 것을 목적으로 한다. 정조는 지금의 한국이 처한 상황과 너무도 유사했던 18세기 조선의 위기를 돌파하고 소통과 공공성의 수준을 크게 높일 수 있었던 통치 리더십의 소유자였다. 초당파적으로 인재를 등용하는 인사정책을 단행하고, 엄준한 도덕적 태도와 합리적인 정치 논리를 견지하는 준론(峻論)들을 중용하여 막힘없는 의견의 개진과 토론을 허용한 정조의 ‘준론탕평’은 이념적으로 경직된 조선 사회의 한계 속에서도 다양성을 공존시키고 적극적인 소통과 화합을 실현함으로써 조선에 르네상스를 가져왔다. 이는 소위 ‘의견의 정치’를 열어주는 소통의 통치 리더십이 좋은 정치와 국가 발전의 핵심 동력이 된다는 것을 확인시켜 준다. 그러나 정조의 탕평정치에는 진리적 표준을 세우는 권능적인 군주가 탕평의 주체로 설정되는 ‘황극탕평’의 이념이 준론탕평의 원칙과 공존한다는 모순이 있다. 이 때문에 정조는 진리의 심판자를 자처하면서 자유롭고 창발적인 의견의 정치를 억압하는 반소통적이고 독단적인 ‘독재적 리더십’을 발휘하기도 한다. 이것은 정치 시스템을 무용하게 만들었고 정조 사후 조선의 몰락을 앞당기기도 한 하나의 원인일 수 있다. 이와 같은 측면은 우리가 회피해야 할 정치 리더십이 무엇인지를 가르쳐 준다. 정조의 리더십이 보여준 준론탕평의 긍정적 측면과 황극탕평의 부정적 측면은, 민주적이고 공화적인 ‘의견의 정치’를 열고 사회적으로 ‘공공성’을 크게 증대시킬 수 있는 통치 리더십이란 ‘토론하고 논쟁하는’ 소통을 허용하며 구성원들 간에 소통이 막힘없이 이루어질 수 있도록 돕는 ‘사이-소통’의 리더십임을 지시한다.
Abstract
This paper aims to seek the principle and methods of desirable governing leadership that could recover the communication and publicness as wholly as possible and develop in Korean political society by examining the King Jôngjo's Tangpyông politics from leadership point of view. Jôngjo was the king with governing leadership who broke through the crisis in 18th century Chosôn which is quiet similar to current situation in Korea and improved communication and publicness level. Jôngjo's Junlon Tangpyông which carried out unpartisan personnel management policy, selected Junlons who held strict ethical attitude and rational political logics to approve free statement of opinion and discussion has led to diversity in stiffened limits in Chosôn society, realization of aggressive communication and harmony and brought about the renaissance of Chosôn. This confirms that leadership of communication activating 'politics of opinion' is the core motivation of good politics and development of state. However, in Jôngjo’s Tangpyông politics, it has contradiction between ideas of 'Whangkûk Tangpyông' which sets charismatic king who establishes truth based standard as the subject and 'Junlon Tangpyông'. Thus, Jôngjo consider himself as the judge of truth while sometimes show "autocratic leadership", the counter-communicational and dogmatic leadership suppressing politics of free and critical opinion. This caused futility of political system and it could be one of the causes leading to fall of Chosôn after the death of Jôngjo. This tells us what political leadership should we try to avoid. Positive aspect of Junlon Tangpyông and negative aspect of Whangkûk Tangpyông displayed by Jôngjo’s leadership indicates that democratic "politics of opinion" and governing leadership which could enhance the 'publicness' of society refers to leadership of 'inter-communication' allowing "discussing and arguing" communication, and helping the fluent communication among the members of the society.
