Abstract
The alternative military service system for artists and athletes, introduced in 1973, has long been criticized for undermining fairness and equality in the Korean conscription system. The debate intensified during the 2023 enlistment issue of the global K-pop group BTS, highlighting the conflict between the universal duty of military service and the protection of national cultural assets. This study applies distributive and procedural justice theories, along with policy acceptance theory, to examine the fairness and social acceptability of the current system. Drawing on both literature review and in-depth interviews with four military band officers, this research analyzes perceptions of fairness, legitimacy, and policy acceptance. The findings suggest that public perception of fairness significantly influences policy acceptance, and that the establishment of the Korea Military Art Unit (KMAU) could serve as an institutional alternative to restore the legitimacy of the system. By allowing artists to fulfill their military duty while maintaining their artistic expertise, KMAU can enhance distributive and procedural fairness, strengthen public trust, and secure the sustainable development of national cultural assets.
