Abstract

The purpose of this study is to analyze North Korea’s new form of cognitive warfare conducted through YouTube and to propose measures to strengthen the mental force of the Republic of Korea (ROK) military soldiers. North Korea has utilized YouTube platforms by promoting daily vlog content featuring children and woman YouTubers, thereby projecting an image of a “normal country” and fostering a positive perception of its regime among external audiences. Such strategies, however, pose a significant cognitive threat to ROK soldiers, as they are easily exposed to these contents through smartphones, potentially undermining their sense of national security. Accordingly, this study proposes practical measures to strengthen the mental resilience of the ROK Armed Forces against North Korea’s cognitive threats. It first recommends an educational approach that fosters shared awareness among service members and enhances their critical reception of cognitive warfare tactics. In addition, it suggests the establishment of a simulated misinformation environment to cultivate repetitive and realistic response capabilities through experiential training. Finally, the study presents the development of counter-narratives designed to neutralize North Korea’s cognitive warfare strategies and reinforce soldiers’ confidence and psychological preparedness.
