문화예술정책을 둘러싼 갈등 분석과 정책결정과정 개선방안 모색

Abstract

The purposes of this study are two-fold: first, it seeks to recognize the possible cause of conflicts regarding current cultural arts policies in Korea; and, it also attempts to explore the ways to improve the conditions. Particularly, it points out the potential conflict factor by examining the cognition of artists on cultural arts polices under the current administration in Korea. By utilizing the paper “Survey Report on Artists and Activities” from Korea Culture and Tourism Institute, this study aims to observe the artists’ stance on the status quo and the future direction of cultural arts policies as well as their socioeconomic conditions. Moreover, seven respondents are surveyed through an email. In order to obtain more specific responses, the survey is conducted on the case of Artists Welfare Act which has been paid a lot of attention from the art world. The results reveal that the related polices have been established without reflecting opinions and demands of diverse artists; consequently, the issues on the extent of judicial coverage for those in need of are raised due to the lack of a sufficient driving force from government. For the lessened tension to occur, the respondents in the survey suggest the necessity of having several communication channels which can be used as a means to convey the ideas from artists. Lastly, this study proposes the need for improving the factors that might have restricted the enjoyment of culture and arts in order to ideally accomplish the series of policies focusing on the cultural prosperity under the current administration. Another suggestion deals with the effort for connecting cultural arts and economy, since these kinds of attempts should be decided cautiously. Through an analysis of survey outcomes, the cause of conflicts in the art world turns out to be unhealthy communication among artists, governments, and national institutes. Accordingly, the suggestion for having panelists consisted of artists from diverse backgrounds (i.e., different specialties, genres, generations, and experiences) is proposed as a way to mediate the current conflicts by obtaining appropriate consultations.
