본 연구는 한국의 병역제도와 대체복무제도라는 단일사례를 대상으로 세부 제도들의 연혁적 변동과정을 유형화하고, 변동요인을 분석함을 목적으로 한다. 병역제도는 병역자원(공급)과 군 병력(수요)을 연결하는 매개제도로서 징병제 국가에서는 병역자원의 수급불균형 현상이 일반적이다. 한국에서는 잉여자원 해소를 목적으로 다양한 대체복무정책을 활용해왔다. 본 연구에서는 먼저 다양한 제도 변동을 체계적으로 파악하기 위해 대체복무제도를 전환복무, 사회복무, 산업지원, 전문자격 네 가지로 유형화하였다. 유형별 변동과정 분석결과, 대체복무제도의 본질적 내용이 유지되는 “경로의존성”을 발견하였고 그 원인을 인구환경 요인, 경제사회적 요인, 행위자 요인 세 가지 차원에서 분석하였다. 변동요인 분석결과, 인구요인 측면에서는 대체복무가 잉여 병역자원 해소에 기여했으나 완전히 해소하지는 못하였고, 경제사회적 정책목적 달성에 일부 기여했으나 효과평가는 상반되며, 의사결정절차상 행위자와 이해관계자의 복잡성으로 인해 제도변동보다 제도가 유지되는 쪽으로 진행되어 왔음을 확인하였다.
Abstract
This study analyzes the variations and causes of historical change in the military service system in the Republic of Korea. Especially, it focuses on the alternative service policy. The military service system has functioned as a medium connecting eligible population supply to the demand of actual forces. Countries running conscription have been sharing the inevitable problem of imbalance between supply and demand in regards to population. To systematically analyze various forms of alternative services, I firstly propose grouping into four categories: social service, conversional service, industrial support service, and professional service. Historical analysis reveals external changes in the number and names of individual alternative policies. However, I find that the essence of alternative service policy in terms of four types has continued and this can be referred as “path dependency.” To analyze the cause of “path dependency,” I organize research framework into three levels: population factor, socio-economic factor, and actor factors. In summary, at initial pace, the alternative service system was created to eliminate a surplus manpower. However, once each system was created, other policy objectives were added, causing increased number of stakeholders. The actors kept participating in the decision-making process while sharing the benefits and made it difficult to change policies.
