지방정부 자체평가에서의 주민만족도분석에 관한 사례연구

본 연구는 평가시스템의 하나로서 시행되고 있는 자체평가에 있어서 지방자치단체에서 주민만족도조사를 활용하는 하나의 사례를 제시하고 있다. 특히 본 연구는 만족도조사결과를 분석하고 평가하여 시책에 반영할 수 있는 실제적 활용성을 제안하고자 하는 목적을 가지고 수행하였다. 자체평가제도를 내실화할 수 있는 방안은 다양하게 제시되고 있으나 가장 중요한 요소는 주민이 원하는 방향으로 시책이 이루어지도록 유도하고 그러한 방향에서 정확히 그 성과를 평가하는 것이 될 것이다. Y시의 자체평가의 틀 속에서 만족도조사와 분석을 시행한 결과 주민이 원하는 서비스와 시정의 역점사업은 정확한 일치를 보이고 있지 못하다는 것을 알 수 있다. 그 원인은 다양하겠으나 그 중에 하나는 주민중심으로 평가가 이루어져 오지 않았다는 사실에 기인한다고 볼 수 있다. 이러한 문제를 해소하기 위하여 만족도분석에서 주민이 가장 원하는 시책을 발견하고 불만족의 원인을 분석하며 나아가서 예산배분의 우선순위도 유도하는 정책적 시사점을 도출하였다. 주민만족도 분석은 공무원중심의 자체평가를 주민중심으로 보편화하고 객관화하는 핵심적인 장치가 된다는 측면에서 만족도 조사 그 자체에 그치지 않고 차기년도 예산사업으로 반영되도록 전략적 연동계획이 이루어져야 하며 평가결과에 따른 시책개선과정이 주민대표에 의하여 모니터링 되어야 할 것이다.
Abstract
The introduction of the analysis of citizen satisfaction in self evaluation system on the local governments is not only for the innovation of service delivery system but also for the change of the operation themselves. Basically the needs of it stems from the changing environment and mission of local government in the view of citizen. In spite of some achievements, most local governments are focused on the supply itself than the needs of citizens as client or ownership. First of all, we have to establish the concept of citizen satisfaction and then seek to use it better for the change of local governments. This article tried to give a tool and method of self analysis for evaluation. Yet basically the success of self evaluation system depends on understanding the self evaluation. Although satisfaction survey may be executed in the self evaluation, it can not be useful for citizen without application system. For the realization of meaning of citizen satisfaction survey, local governments have to establish their responding service system under their fiscal and regional conditions.
