정책집행조직에 의한 정책변동 유형 분석 : 서울특별시 조례산출과정에 대한 EAI 모형의 적용

본 연구의 목적은 민선 1기 이후 정책집행조직에 의해 재의요구 된 조례안별로 정책변동이 발생하게 된 요인을 EAI 모형을 통해 살펴보고, 이를 통해 EAI 모형 중 어느 유형에 해당하는지를 각각 조명하여 정책변동의 정체성을 명확히 하고자 하는 것이다. 그리고 이러한 분석을 통해 나타나는 시사점은 무엇인지도 고찰하고자 한다. 분석결과, 시세조례안과 도시계획조례안은 세율이원화정책에서 세율일원화정책으로, 역할구분불명확화정책에서 역할구분명확화정책으로 변동되었으며, EAI 모형에 있어서 설계오차의 불응형을 나타낸 것이다. 반면, 교섭단체조례안은 사무지원배치정책에서 사무지원배제정책으로 변동되었으며, 집행오차형을 나타낸 것이다. 이를 통해 본 연구에서는 정책집행조직에 의한 정책변동이 모두 바람직하지는 않았다는 점, 정책집행조직의 중요성, 불응요인에 대한 다양한 행태로의 전환, 정치적 이해관계에 따른 정책변동은 정책적 변동보다 양 조직간 게임의 장이 상대적으로 높은 수준이라는 점, 그리고 복잡한 변동과정도 단계별로 명확한 구분이 존재한다는 점 등을 시사하고 있는 것이다.
Abstract
The purpose of this study is to find factors and types of ordinances(requwst for reconsideration) output change process since popular election. According to the analysis of the policy change using the EAI framework, the municipal tax ordinance changes the tax rates dualistic policy to the tax rates unitary policy and the city planning ordinance changes the role indefiniteness policy to the role definitude policy. Together, the type of EAI framework appears with non-compliance of design error. And negotiation body ordinance changes the office work support policy to the office work support exclusion policy. Together, the type of EAI framework appears with executive error. Finally, this study implicates the existence of improper policy change by the mayor of Seoul, the importance of policy implementation organizations, and the enlargement of various non-compliance factors, etc.
