기관 특성과 환경적 특성이지방공기업 경영평가 결과에 미치는 영향 : 경영평가지표 및 등급부여 개선방안의 제시를 중심으로

이 연구는 지방공기업 경영평가의 발전적 대안을 제시하기 위한 기초로서 기관 특성과 환경적 특성이 평가 결과에 미치는 영향을 분석하였다. 기관 특성과 환경적 특성은 지방공기업이 통제 가능한 부분과 그렇지 못한 부분이 공존한다. 만약 기관이 통제하기 어려운 변수가 평가 결과에 유의한 영향을 미칠 경우 공기업의 노력 여부를 떠나 평가 결과가 고착화될 가능성이 높아지게 된다. 이 경우 공기업간 차별화된 평가지표와 등급 부여 방법이 필요하다. 분석결과 기관 특성 요인에서는 인력, 인당자산, 인당이익 수준이 높은 기관일수록 경영평가 결과가 높아지는 것으로 나타났다. 환경적 요인에서는 해당 공기업을 설립한 자치단체 주민의 소득 수준이 높을수록 경영평가 결과가 높아지는 것으로 나타났다. 기관 특성과 환경적 특성이 평가 결과에 미치는 영향이 크기 때문에 이 연구에서는 구조적 한계를 발생시키는 특성을 고려해야 하는 지표의 범주를 정량지표로 한정하고, 정량평가 산식에 인력을 포함하는 방법을 제안하였다. 그리고 자치단체의 소득 수준을 기초로 평가 등급 부여 방법의 개선점을 제시하였다.
Abstract
This study analyzes an influence of institutional character and external environment on the performance score in order to present a constructive alternative for performance evaluation methodology. The study found that an organization is more likely to improve the performance scores when it has more staffs and assets per capita and profit per capita in the perspective of institutional variable. In terms of the environment factor, an organization is more likely to have higher score of management performance when a local government, where the organization is located, has higher income level. A high significance of characteristic and environmental factors on performance scores implies that the evaluation system should consider these factors in the performance indicators and rating grades of evaluation methodology. Based on the research findings, the study presents the policy recommendation on consisting performance indicators and rating grades in 2009 Local Public Enterprise Performance Evaluation System.
