정치적 요인에 따른 지방자치단체 정책 변동유형 연구: 박원순 서울시장의 취임 전후 정책비교를 중심으로

서울시장 교체 후 정책변동에 따른 논란이 많다. Kingdon의 분석에 의하면 선거라는 정치적 사건은 정치적 분위기와 이념이 동시에 바뀌기 때문에 정부의제설정에 커다란 변화를 가져온다. 본 연구는 서울시장의 교체에 따라 정책변동이 얼마나 이루어지를 전후비교를 토대로 변동유형을 분석하여 시사점을 도출하는데 목적을 두었다. 서울시 정책전반의 변동을 유형화해 보면, 정책유지가 약 36%, 정책승계가 약 43%로 나타났고 정책종결과 정책혁신이 약 21%를 나타내었다. 정책종결의 사례로는 오세훈 전 시장이 중점을 두었던 것으로 주거유형 다양화, 공교육 강화와 창의인재 육성, 수도권 광역경제권 실현, 문화예술 대표 브랜드 육성, 디자인 산업 및 녹색산업 육성 등이었다. 정책혁신은 주로 박원순 시장의 공약과 관련되며 무상급식과 반값등록금, 노동존중의 사회문화 정착, 지속가능한 도시계획 체계정비, 공동체 만들기와 시민인권 증진 등이다. 정책승계는 전 분야에 걸쳐 나타났으며 정책통합은 경제와 환경분야에서, 정책분할은 복지와 시정분야에서 주로 나타났다. 정책유지 사업도 명칭이나 편제 등에 모두 변화가 있었다. 이후 정치적 요인에 의한 정책변동으로 발생하는 혼란과 행정낭비를 감소하고 정책의 일관성과 안정성을 강화할수 있는 방안마련이 필요하다.
Abstract
There is a lot of controversy surrounding the policy changes after the replacement of the mayor of Seoul. Kingdon's analysis shows that political events, such as elections, bring about a great change in the government's setting because the political atmosphere and ideology change at the same time. The purpose of this study is to analyze the types of changes on the basis of the comparison of the policy changes according to the changes conducted by Seoul’s mayor. If we typify the changes in overall policy in Seoul, policy maintenance was about 36%, and policy succession was about 43%. Policy termination and policy innovation represented about 21%. In the case of policy termination, Oh Se-hoon focused on the diversification of residential types, strengthening public education, fostering creative talents, realizing the economy of the metropolitan area, cultivating representative brands of culture and arts, and fostering the design industry and green industry. Policy innovation is mainly related to the promises of Park Won-soon, the mayor. He advocates for free lunch, half price registration, the settlement of social culture of respect for labor, the establishment of a sustainable urban planning system, community buildings, and the promotion of civil rights. The succession of policy was found across all sectors and policy integration appeared in the economy and environmental sectors, while policy splitting has emerged mainly in the areas of welfare and visibility. There was a change in the name of the policy maintenance business and the organization. After that, it is necessary to plan ways to reduce confusion and administrative waste caused by policy changes due to political factors and to strengthen the consistency and stability of policies.
