지방정책과정에서의 이익집단의 영향력과 활동에 대한 공무원 인식 : 서울특별시와 자치구의 비교 연구

본 연구에서는 정치적 민주화와 지방자치의 실시라는 환경변화가 이익집단의 영향력과활동에 일정한 변화를 초래하였을 것이란 전제에서, 현 시점의 지방정책과정에 있어 이익집단의 영향력과 정책 활동 실태를 실증적으로 조사하였다. 실증조사는 광역자치단체인서울특별시 소속 공무원 176명과 서울특별시의 25개 자치구 가운데 9개 자치구 소속 공무원 421명을 대상으로 설문조사를 실시하는 방식으로 이루어졌다. 실증조사의 초점은 지방정책과정에서 이익집단들의 영향력이 과거에 비해 증대되었는지, 이익집단들의 활동은 주로 누구를 대상으로 어떤 방식으로 정책과정의 어느 단계에서 전개되며 그 효능은 어느 정도인지, 이익집단의 활동에 대해 지방정부의 공식 정책주체들이 어떤 반응을 보이는지를파악하는 데 두었다. 응답의 분석결과는 지방정책과정에서의 이익집단의 영향력이 과거에비해 전반적으로 증대되었으나 여타 정책주체들에 비해서는 아직 상대적으로 약한 편이며,활동 측면에서는 과거의 패턴을 크게 벗어나지 못하고 있고, 지방정부와의 협력관계 역시다소 미흡한 수준으로 나타났다.
Abstract
This Study investigates the current influence and activity of interest groups in local policy process on the basis of the assumption that political democratization since late 1980s and development of local autonomy could have brought some change in the power structure in the local community. An empirical research was conducted to 597 local civil servants of Seoul Metropolitan Government and its municipalities. The study examines whether the influence of interest groups in the local policy process has increased, what stage of policy process the activities of interest groups mainly occur in, what type of activities is most used, how effective each type of activity is, whom the activities aim to, and in general how the local government responds to the activities of interest groups. The findings suggest that the influence of interest groups has increased but is still relatively weak compared with other policy actors, that the interest groups still maintain the activity patterns of the past, and that the cooperation between interest groups and the local government is not sufficient. There is no big difference in these findings between Seoul Metropolitan Government. and its Municipalities.
