이 글에서는 2천년대 이후 발생한 대표적인 노동자 파업 사례를 통해 현재 중국 노동자 운동의 쟁점과 특징을 알아보고, 이러한 단체행동의 근거와 의미를 체제 논리의 틀 속에서 분석한다. 중국 노동자들은 투쟁 과정에서 노동자 조직화 뿐 아니라 기업의 공장이전에 따른 정당한 보상을 요구해왔고, 비정규직의 불안한 일자리와 차별적 대우에 대해서도 반대해왔다. 이렇게 다양한 노동자 단체행동을 정당하게 만들어주는 근거는 노동보호 관련 법 뿐 아니라 ‘노동자가 주인’이라는 사회주의 역사 과정에서 획득해온 노동자의 정치적 권리에 기반한 것이었다. 2천년대 이후 십년 넘게 지속되어온 노동자 투쟁과정을 통해 중국에서도 자생적인 노동운동의 단초가 나타나기 시작했고, 노동 관련 이슈도 점차 넓은 사회적 공감을 얻어가고 있다.
Abstract
This article explored the issues and characteristics of the current Chinese workers' movement through a typical worker's strike cases have occurred since 2000. It analyzed the legitimacy and significance of these workers collective action within the framework of the system logic. Chinese workers were not only demanding organization for the workers themselves in the struggle, but also fair compensation in accordance with the relocation of factory. They had opposed the insecure jobs and discriminatory treatment of temporary workers too. The legitimacy of workers' collective action is based on the political rights of the workers who had obtained in the course of socialist history, as well as labor protection laws. Since 2000, the indigenous labor movement began to appear in China, labor-related issues are also taking increasingly a broad social empathy.
