시진핑 시기 중국의 노동운동 탄압과 저항의 양상들

개혁개방 이후 중국의 지구적 자본주의로의 편입은 중국의 노동관계에 커다란 변화를 가져왔다. 사회주의 시기 도시의 단위 체제와 농촌의 집체농업은 해체되었으며 기존의 종신 고용 형태에서 노동력이 상품화되어 비교적 자유로운 노동 시장이 형성되었다. 이에 노동자들은 자신의 권리와 이익을 보호하기 위해 국가와 기업에 맞서 저항하기 시작했으며, 중국에서는 노동자들의 저항과 국가의 대응 사이에서 다양한 노동관계가 나타나게 되었다. 2000년대 들어 늘어나는 노동자들의 파업과 저항을 완화시키기 위해 중국 당국은 최저임금의 인상과 사회보험의 확대, 노동NGO의 활동에 대한 부분적 허용 등 사회 안정을 위한 정책들을 시행했다. 하지만 시진핑 집권 이후 중앙으로 권력을 집중시키며 중국 사회 전반에 대한 통제가 강화되면서 노동운동에 대한 대대적인 탄압이 벌어졌다. 특히 2018년 광동에서 비인간적인 처우에 저항해 노동조합 설립에 나선 노동자들과 이에 연대했던 대학생 활동가들을 무자비하게 탄압했던 제이식 사건(佳士事件)은 시진핑 시기 억압적으로 변화한 중국의 국가-노동 관계를 보여주는 대표적인 사건이었다. 이 사건에서 노동자와 활동가들은 노동자가 주인인 사회주의 국가가 노동자들을 탄압하는 역설적인 상황을 비판하면서 중국 사회주의 체제의 본질적인 성격에 문제를 제기하기 시작했다. 이 글에서는 시진핑 시기 변화하는 중국의 국가-노동 관계 속에서 당국의 탄압에 맞선 기층 노동자와 활동가들의 저항 양상에 초점을 맞춰 그 함의가 무엇인지 살펴보려 한다.
Abstract
Since the reform and opening up, China's reintegration into global capitalism has brought about a great change in China's state-labour relations. The urban work unit system and rural collective agriculture of the socialist period were dismantled. Labor has been commercialized and a relatively free labor market has been formed. Thus workers begin to resist against the state and capital to protect their rights and the wide variety of labour relations emerged between workers' resistance and the state's response. To ease the growing number of workers' strikes and resistance in the 2000s, the Chinese authorities implemented policies for social stability, including raising the minimum wage, expansion of social insurance and partial permission for labor NGO activities. However, the party-state has concentrated its power to Xi Jinping and tightened control over the entire Chinese society, resulting in a massive crackdown on labor movements. In particular, the “Jasic Incident” which Chinese authorities brutally suppressed workers who resisted inhumane treatment and college student activists who joined forces with them, was a typical example of China's state-labour relations that had changed repressively during the Xi Jinping era. Workers and activists have begun to raise questions about the essential nature of China's socialist system, criticizing the paradoxical situation in which the socialist state oppresses workers. This study focuses on the resistance of workers and activists against the oppression of the authorities and China's changing state-labour relations in the Xi Jinping era.
