본 논문은 문무왕대 의상의 활동과 부석사 창건을 정치‧사회적 맥락에서 재검토하였다. 의상은 스승 지엄의 입적 후 귀국을 결심하는 과정에서 당의 침공 정세와 맞물려 김흠순 일행의 요청을 받아 이를 조정에 전하며 국가적 위기 대응에 기여하였다. 귀국 직후 낙산사를 창건해 관음 신앙을 구체화했으나, 왕경에는 이미 왕실과 밀착한 불교세력이 자리해 입지를 넓히기 어려웠다. 문무왕은 그의 공로를 인정해태백산 전장을 하사하며 지방 주석을 기대했으나, 의상은 왕경 활동을희망해 이를 선뜻 받아들이지 않았다. 그러나 674년 김인문이 당에 의해 신라왕으로 책봉되자, 그는 본의 아니게 연루 의심을 받게 되었다. 이에 의상은 문무왕의 의도에 응하여 태백산에 부석사를 창건하였다. 이는 의상이 정치적 제약을 넘어 화엄 교학을 전개할 새로운 기반을마련한 선택이었다. 이후 그는 지역 교화와 재지 세력 포섭을 통해 화엄 신앙을 뿌리내렸으며, 중앙 진출 없이도 부석사 주석만으로 위상을확립하였다. 의상의 태백산행과 부석사 창건은 정치적 불신을 극복하고 교학을 제도적으로 정립한 사건으로, 문무왕대 불교와 정치의 긴밀한 상호작용을 보여주는 중요한 사례라 할 수 있다.
Abstract
This study reexamines Uisang’s activities and the founding of Buseoksa during King Munmu’s reign within their political and social contexts. After his teacher Zhiyan’s death in Tang China, Uisang conveyed news of Tang’s planned invasion to the Silla court, also meeting Prince Kim Inmun. Returning home, he sought to establish Naksansa based on Avalokiteśvara devotion but struggled in the capital, where royal-affiliated Buddhist groups held sway. Though granted land in the Taebaek region, Uisang hesitated until Kim Inmun’s temporary investiture by Tang cast suspicion on him. He then accepted King Munmu’s intent and founded Buseoksa in 676. This was not a passive retreat but a strategic decision to secure a base for Hwaeom Buddhism under political constraint. At Buseoksa, Uisang overcame local resistance, drew regional elites into his fold, and spread Hwaeom widely. His authority grew to the extent that he advised on capital construction while remaining at Buseoksa. The case of Buseoksa illustrates how Uisang combined doctrinal skill with practical adaptation, overcoming mistrust to entrench Hwaeom as an institutional force and revealing the close interplay of Buddhism and politics in early Unified Silla.
