사회복지 전담공무원의 행정재량행위가 국민기초생활보장수급자 선정에 미치는 영향요인 분석

국민기초생활보장 수급자 선정과 관련된 기존 연구들은 주로 제도적인 측면에서 이루어져 온 반면, 사회복지 전담공무원의 행정재량행위와 같은 행태적 측면에 대한 연구는 상대적으로 미흡하였다. 이에 본 연구는 사회복지 전담공무원의 행정재량행위가 국민기초생활보장 수급자 선정에 어떠한 영향을 미치는 지를 실증적으로 검증하고자 하였으며, 이를 위하여 사회복지 전담공무원의 행정재량행위 구성요인으로 개인의식 성향요인, 법적 요인, 업무특성 요인, 그리고 업무환경 요인을 선정하였다. 본 연구의 분석결과, 사회복지 전담공무원의 행정재량행위 요인 모두가 국민기초생활보장 수급자 선정에 유의미한 영향을 미치는 것으로 나타났다. 특히 영향요인 중에서 법적 요인과 업무특성 요인이 가장 많은 영향력을 미치는 것으로 확인되었다. 이러한 연구결과는 국민기초생활보장 수급자 선정의 공정성 및 형평성 확보차원에서 새로운 방향성을 제공할 수 있을 뿐더러 국민기초생활보장 수급자 선정과정에서 발생할 수 있는 사회복지 전담공무원의 행정재량행위 남용 가능성을 최소화하는데 유용한 방안모색을 도모할 수 있을 것이다.
Abstract
The purpose of this study is to evaluate some of casual factors influencing welfare bureaucrats' administrative discretion on the recipient selection process of National Basic Livelihood Guarantees. In addition, it will suggest to policy implications to control the abuse of administrative discretion in the recipient selection process of NBLG. This study employs a survey questionnaire to evaluate the determinants of welfare bureaucrats' administrative discretion. As result, the study reveals that there are some factors(individual characteristics, legal limitation, task characteristics, task environment) affecting welfare bureaucrats' administrative discretion. The significance of this study is that it brings a new viewpoint on the issue of fairness and equity in relation to recipient selection of NBLG and it represents policy alternatives to control administrative discretion for the development of NBLG.
