초록

본 연구의 목적은 기초생활수급자 선정과정을 사례로 하여, 일선복지공무원이 재량행위를 하게 되는 원인이 무엇인지를 밝혀 보려는 것이다. 이를 위하여 본 연구는 우선 재량행위의 개념, 원인 등과 관련한 이론적 논의를 행하고, 이를 토대로 연구의 틀을 구축하고 면접조사와 관련한 조사설계를 행하였다. 이어서 기초생활수급자 선정기준과 절차를 언급하였다. 다음 장은 본 연구의 중심부분으로서, 재량행위 영향요인을 업무환경, 법규, 업무특성, 일선복지공무원 자체적 요인으로 구분하여 각 요인별로 기초생활수급자 선정과정에서 일선복지공무원이 재량행위를 하게 되는 원인을 실증적으로 고찰하였다. 이 과정에서는 다양한 문헌 고찰은 물론, 시･군･구에서 기초생활보장 관련 통합조사업무를 담당하는 일선복지공무원들을 대상으로 심층적인 면접조사를 시행하였다. 마지막으로는 실증분석의 결과에 대한 종합적 토의를 행하고, 결론으로서 일선복지공무원의 재량행위를 적절하게 관리할 수 있는 방안을 제언하였다.

Abstract

The purpose of this article is to illuminate the causes of street-level welfare bureaucrats’ discretionary acts, through the case study on the selection process of Basic Livelihood Security recipients. To the end, this article first conducts theoretical discussions over the concept and causes of discretionary acts, and then formulates the analytical framework. Research design for interview is followed. Consecutively, the article narrates the selection criteria and procedure of Basic Livelihood Security program. The next chapter, a central part of the article, carries out an empirical analysis on the causes of street-level welfare bureaucrats’ discretionary acts in the process of selecting Basic Livelihood Security recipients. Four influence factors are employed for the analysis ― work environment, laws and rules, task characteristics, and street-level bureaucrats themselves. An in-depth interview with welfare bureaucrats in county and city governments is conducted in the process of analysis, along with document research. As concluding remarks, this article comprehensively debates over the implications of research findings and suggests some policy measures to properly manage street-level welfare bureaucrats’ discretionary acts.
