이 연구는 사회복지전담공무원이 행사하고 있는 재량의 성격을 파악하고 이에 영향을 미치는 변수들을 실증적으로 검증하고자 하였다. 이를 위해 광주광역시와 전남지역 읍면동 사회복지전담공무원을 대상으로 설문조사한 결과 회수된 총 697명의 자료를 분석하였으며 분석결과는 다음과 같다. 첫째, 사회복지전담공무원의 재량은 부정적인 방식보다는 긍정적인 방식으로 행사되고 있었으나 개인 간에 편차가 있었다. 둘째, 긍정적인 재량행사는 기혼자일수록, 경력자일수록, 빈곤에 대한 태도가 소극적일수록, 전문직 태도가 높을수록, 업무지각이 높을수록 유의하게 높아 전담공무원 개인적인 특성의 영향을 주로 받는 것으로 나타났다. 셋째, 부정적인 재량행사는 낮은 경력과 낮은 전문직 태도와 같은 개인적인 특성 외에 추상적인 업무지침, 너무 많은 수급자 세대, 민원압박과 같은 업무환경이 유의한 영향을 미치는 것으로 나타났다. 이러한 결과는 사회복지전담공무원의 업무 집행 과정은 규정이나 지침에만 기계적으로 반응하기보다 개인적인 판단이 개입되고 있으며 따라서 이들이 행사하는 재량이 오남용 되는 폐해를 막기 위한 체계적인 접근이 필요함을 시사한다.
Abstract
This study set out to investigate the factors affecting welfare bureaucrats' discretion. To address these research questions quantitative research methode was used with designed questionnaire. The final sample size was 697 welfare bureaucrats in Gwangju city and Geonnam area, South Korea. Hierarchical regression analysis was used for analysis. As a result, the study reveals that there are some factors affecting welfare bureaucrats' discretion, That factors are including bureaucrats' individual characteristics, legal limitation, and task environment. These results suggest that policy implementation should be controlled to avoid the abuse of discretion. And limitations and implications of this study were discussed with respect to further studies.
