전자 시민참여 이용자 만족도와 정부신뢰:구로구 “구청장에게 바란다”를 중심으로

이 연구에서는 구로구 “구청장에게 바란다” 사례를 통해 전자 시민참여의 이용 현황을 분석하고 그 만족도와 효과를 분석하고자 한다. 정책포럼 등 한정된 전자 시민참여 사례의 현황 분석과 활성화 방안 마련에 초점을 둔 기존의 전자 시민참여 연구들을 보다 확장하여 다양한 전자 시민참여 방법으로 그 분석을 확대하고 전자 시민참여의 이용자 만족도 분석은 물론 만족도에 영향을 주는 요인과 전자 시민참여가 정부신뢰에 미치는 영향을 분석하였다는 점에서 전자 시민참여에 대한 이론적 논의의 체계화 및 정책적 시사점 도출에 연구의 목적과 의의가 있다. 구체적으로 이 연구의 목적을 달성하기 위하여 전자 시민참여에 대한 문헌을 분석한 후, 구로구 “구청장에게 바란다”의 도입 배경과 목적 및 그 동안의 운영현황을 분석하였다. 이를 바탕으로 2006년 1월 1일-11월 30일 기간 동안 구로구 “구청장에게 바란다” 이용자를 대상으로 설문조사를 실시하여 “구청장에게 바란다”의 만족도를 측정하고 그 효과를 분석하였다. 분석 결과 “구청장에게 바란다”를 통한 민원해결의 만족도, “구청장에게 바란다” 이용의 편리성과 의사전달의 정확성 및 구청 웹사이트 활용 빈도 등이 통계적으로 유의미하게 만족도에 영향을 미치는 변수로 나타났다. 또한 “구청장에게 바란다”의 만족도는 구청신뢰에 통계적으로 유의미한 영향을 미치는 것으로 나타났다. 이를 통해 편리하고 쉽게 활용할 수 있는 시민 중심의 전자 시민참여 시스템의 모색과 더불어 이를 통해 시민과 접촉하는 공무원이 서비스 품질을 향상시킴으로서 시민 대응성을 향상시켜야 전자 시민참여를 활성화할 수 있으며 이를 통해 결과적으로 정부신뢰를 향상시킬 수 있다.

Abstract

This study describes the usage of digital citizen participation focusing on "Contact the Mayor" in Guro District, Seoul Metropolitan Government and analyzes users' satisfaction of digital citizen participation and its effects on trust in government. In particular, this study expands the scope of digital citizen participation in which previous studies paid attention to such limited cases of digital citizens participation as policy forums and analyzes users' satisfaction of digital citizen participation as well as its determinants and results. In order to obtain the purpose of this study, after reviewing literatures on digital citizen participation, this study figures out the background, purposes, and current status of "Contact the Mayor" in Guro District. Based on that, this study performs questionnaire survey and the objects are those who had an experience of using "Contact the Mayor" in Guro City between January 1 and November 30, 2006. The results show that satisfaction of solving civil petition, convenience of using "Contact the Mayor," accuracy of communication in "Contact the Mayor," and the frequency of using Government Web sites are statistically significant variables on the satisfaction of "Contact the Mayor" in Guro District. In addition, satisfaction of "Contact the Mayor" in Guro District has a statistically significant effect on trust in government(Guro District). The results imply that governments need to develop citizen-centric digital citizen participation system which is convenient and easy to use and public servants' responsiveness in this system should be improved to provide high quality of public service.
