본 논문은 미국의 송전선로 건설 사업 사례를 통해 한국의 핵심 공공갈등 중 하나인 송 전선로 및 송전탑 건설을 둘러싼 갈등 해결을 위한 갈등관리 전략을 모색하는 데 있다. 2002년 추진을 시작하여 10년이 넘는 협의 끝에 결국 합의를 보지 못하고 있는 밀양 송전탑 건설 사업의 예에서 볼 수 있듯이, 고질 반복적으로 나타나고 있는 공공갈등은 국책사업의 추진에 장애가 될 뿐 아니라 예산낭비의 주요 원인이 되고 있다. 본 논문에 서는 미국 송전선로 건설 사업에서 나타나고 있는 갈등 사례를 소개하고 분석함으로써, 밀양송전탑 건설 관련 갈등을 해결하기 위한 정책대안을 제시하고자 한다.
Abstract
The purpose of this study is to obtain lessons from the transmission line siting cases in the United States and to use them as an important source of data for resolving a public dispute in Milyang, Korea. A public dispute with the transmission line siting in Mil-yang has been an ongoing issue since the project launched in 2002. This long-standing public dispute not only puts significant barriers in the implementation of public projects, but it also is a huge waste of budget. Using the lessons from the transmission line siting cases in the United States, this study suggests a number of policy recommendations for a successful resolution of a public dispute in Milyang, Korea.
