밀양 송전선로 건설 갈등사례의 분석과 시사점: 갈등전환 이론의 적용

초록

이 연구의 목적은 갈등전환(conflict transformation)의 관점에서 밀양 송전선로 건설 갈등사례를 분석함으로써 갈등전환 이론의 한국적 적용가능성을 검토함과 동시에 공공갈등에 대한 실천적 시사점을 도출하는 것이다. 구체적인 분석은 갈등의 단계(생성 및 잠복기, 표면화기, 확산 및 증폭기, 고조기, 그리고 종결 및 재잠복기)에 따라 갈등 전환의 유형(맥락, 행위자, 이슈, 구조, 해결방식)을 서술적 관점과 규범적 관점에서 논의하였다. 분석결과 실천적인 측면에서는 표출된 쟁점(보상, 전자파 위해성, 지중화 등)에 대한 즉자적인 해결방안뿐만 아니라, 갈등의 근본원인으로서 하부체제와 체제(중앙집중식 전력공급체계와 원자력 중심의 에너지 정책 등)에 대한 논의로의 진전 필요성, 한전과 밀양주민들 간의 관계뿐만 아니라 지역주민들 간의 관계 및 전력의 생산-경유-소비지역 주민들 간의 관계로의 논의 확장 필요성, 장기적인 관점에서 체제 및 하부체제의 변화 방향과 변화 내용의 해당 지역으로의 반영 방안 등의 논의 필요성 등을 제시하였다. 이론적인 측면에서는 갈등전환 유형들 간의 상호관계와 갈등 단계들 간의 상호관계에 대한 추가적인 논의의 필요성 등을 제시하였다.

Abstract

The purpose of this research is to analyze the case of the electricity transmission line construction conflicts in MIRYANG from the perspective of conflict transformation theory and to examine the applicability of the theory to Korea and to suggest practical implications for public conflicts based on the result. The specific analysis discussed the type of conflict transformation(context, actor, issue, structure and solutions) form the descriptive and prescriptive perspective according to the stages of conflict. As a result of the analysis, the possibility of Korean application of conflict transformation theory is recognized as a more fundamental and systematic approach to public conflict. Specifically, the practical implications are as follows. First, it is necessary to expand discussion on the subsystem and system as the root cause of conflict as well as the immediate solutions to the issues expressed. Second, it is necessary to expand not only the relationship between KEPCO and Miryang residents, but also the relationship between Miryang residents, and the relationship among the production-transportation-consumption area residents of electricity. Third, from a long-term perspective, it is necessary to discuss the direction of change of the subsystem and system and the way of regional reflection of future changes. Theoretical implications include the need for further discussion of the interrelationships between types of conflict transformation and the interrelationships between conflict phases.
