고압송전선로건설 분쟁에 대한 대안적 접근: 환경 공감의 시각을 중심으로

밀양 송전탑 분쟁은 과거 개발 논리적 ‘효율성’에 근거한 해결책의 한계를 드러낸사례이고, 비선호시설의 입지 선정 문제가 ‘사회적 분쟁’의 시각에서 조망되어야 한다는 점을 일깨워준 사례이기도 하다. 또한 밀양 분쟁은 ‘환경 공감(environmental compassion)’의 시각이 우리 사회에서 새로운 동력을 얻는 계기가 되었고, 관련 학계로 하여금 지난 10여 년 간 송·변전시설 등 다양한 비선호시설 입지 선정 문제에 대한 대안적 접근을 적극 모색하도록 하는 계기가 되었다. 본 연구는 우리 학계가 도출한 대안적 연구들이 환경 공감적 차원에서 보다 종합적으로 실제 입지 선정 분쟁 해결에 반영될 필요가 있다는 점에 주목하여 환경 공감의 시각에서 밀양 분쟁을 되짚어보고 환경 공감적 차원의 당위론적 처방과 실천 대안을 제시한다.
Abstract
The Miryang conflict over the constructions of high-voltage power lines is considered not only as a case which exposed the limits of the longstanding ideology of environmental efficiency but also as a case which reminded us that the siting of hazardous facilities should be approached from the viewpoint of ‘social conflicts.’ In addition, the Miryang conflict gave the ideology of environmental compassion a chance to make an appeal for societal support and allowed related academic societies to seek some alternative approaches to the facility siting issues. Noting that these alternative findings need to be applied to the practical cases of siting conflicts in more comprehensive ways, this research retraces the Miryang conflict from the perspective of environmental compassion and presents a normative prescription and practical alternatives in the same context.
