Abstract

The aim of this paper is to analyse the effect of electoral timing on public cultural spending in Korean Municipalities. While the existence of an electoral cycle in cultural spending has been investigated at the national and state level, there is no empirical evidence at the local level. I use a panel sample of all municipalities from the Korean Central Region Municipalities(including Kyunggi and Kangwon Provinces) for 1997-2010. The results reveal that mayors or governors adopt an opportunistic behaviour, increasing cultural spending on the election year. I also showed that the mayor’s political strength and re-election willingness impact electoral cycle. Additionally, we tried to shed some light on the determinants of public cultural spending.
