Abstract
This study examines the impact of local and legislative elections on public spending allocation. Using a panel of South Korean municipalities, I find that the local election and legislative election have different impacts on the budget composition of local government. Local elections tend to increase spending on social welfare and sanitation. On the contrary, legislative elections shift resources toward regional development and away from other spending items such as welfare and transportation. These results imply that local administrators and legislators focused on different budget items before elections because voters evaluate the competence of local administrators and legislators based on different policies.
