지역문화재단의 경쟁력 강화요인 분석: M. Porter의 다이아몬드 모델을 적용한 대구지역 사례 중심으로

초록

지방자치제와 지방분권의 가속화에 따라 지역 문화예술 정책 집행과 지역 문화예술 발전의 핵심주체로서 지역문화재단의 중요성이 증가하고 있다. 본 연구의 목적은 지역문화재단 종사자들의 인식조사를 바탕으로 문화재단의 경쟁력 강화 요인을 탐색하기 위함이다. 1997년 처음 설립된 지역문화재단은 2021년 1월 현재 전국적으로 117개가 운영 중으로 문화 제도와 정책 현상으로 굳게 자리잡은 반면, 기존 연구에서 경쟁력 관점에 의한 지역문화재단 연구가 매우 부족한 실정이다. 따라서 본 연구는 지역문화재단 경쟁력 연구의 시발점이 될 수 있다. 본 연구에서는 M. Porter의 다이아몬드 모델과 AHP를 적용하여 대구지역 문화재단 종사자들의 경쟁력 강화 요인의 중요도에 관한 인식을 조사․분석하였다. 분석 결과에 따르면 지역문화재단 경쟁력 강화요소 중 조직 자율성과 거버넌스, 중․장기 전략과 경영시스템, 조직문화와 변화대응 능력이 매우 중요한 요인이다. 반면, 시장요인과 경쟁자 요인은 매우 낮은 것으로 나타났다. 따라서 지자체의 영향력에 따른 책임성의 인식, 지자체와 재단 간의 불균형한 의사결정 권한구조 개선, 조직목표 달성을 위한 전략적 경영수준의 제고 등 지역문화재단 경쟁력 강화요인의 실천을 위한 다각적인 노력이 필요하다.

Abstract

Regional culture foundation as a core institution for cultural policy implementation and the development of regional culture are gaining importance, along with local self-government and decentralization. This study aims to seek the competitiveness-reinforcing factors of regional culture foundations based on a survey of the importance of various factors. Regional culture foundations initially appeared in 1997, and 117 foundations are operating nationwide as of January 2021. These foundations are firmly established as cultural institutions and became a policy phenomenon. However, as previous studies on regional culture foundations focusing on competitiveness are extremely rare, this study could constitute a starting point of future research. This study analyzed the perception of staff members of a Daegu regional culture foundations regarding the degree of importance of competitiveness- reinforcing factors using M. Porter’s Diamond model and AHP (Analytic Hierarchy Process). The results showed that the foundation’s autonomy, governance, middle to long-term strategy and management system, organizational culture and capability to respond to change are critical factors for reinforcing competitiveness. Conversely, the degree of importance of market and competitor factors is at the lowest level. Finally, the following aspects are required for reinforcing the competitiveness of regional culture foundations. These aspects include local governments’ awareness of responsibility in proportion to the influence on culture foundation, the improvement of the decision-making authority imbalance between local governments and foundations, and the development of foundations’ strategic management toward achieving goals.
