Organizational Typologies of Local Cultural Foundations in Korea: A Fuzzy-Set Ideal Type Analysis at the Metropolitan/Provincial Level

지역문화재단은 지방자치시대의 실질적인 문화분권 실현을 위해 문화 정책을 집행하는 핵심 주체로 부상한 지방 행정 조직이다. 본 연구는 퍼지셋 이상형 분석을 활용하여 조직구조, 조직규모, 조직환경의 세 조직변수를 기준으로 전국 광역문화재단을 유형화하였다. 먼저, 구조의 복잡성과 규모를 중심으로 유형화 분석을 일차적으로 수행한 결과, 두 변수에 따라 도출된 총 4개의 유형별 차이는 있었으나 연도별 유형 변화는 크게 확인할 수 없었다. 다음으로, 지역문화재단의 특수한 환경적 맥락을 고려하여 도출한 하위 범주인 조직환경을 추가하여 유형화한 결과, 총 8개의 유형별 차이와 2022년과 2023년 사이 유형 변화를 확인할 수 있었다. 이는 문화예술 분야의 대표적인 지방 조직으로서 지역문화재단이 지역에 따라 서로 다른 방식으로 운영되는 지역 분화 현상을 나타낸다. 또한 연도별 차이를 만드는 데 지역문화재단의 대내외적 환경이 결정적이었다는 점에서 지역문화재단과 이사회 및 지방의회 간 유기적인 의사 결정 과정, 그리고 넓은 의미에서의 문화 정책 거버넌스 체계에 따른 조직 유형의 변화 가능성을 발견했다. 본 연구는 지역문화재단에 대한 조직적 차원의 접근과 유형화를 통한 비교 분석을 통해 진정한 문화분권을 위한 광역문화재단의 역할에 대한 제언을 하고자 하였다.
Abstract
Local cultural foundations have emerged as key players in implementing cultural policies to advance cultural decentralization in the era of local autonomy. This study employed fuzzy-set ideal type analysis to classify metropolitan/provincial-level cultural foundations in Korea, focusing on three organizational characteristics: structure, size, and environment. First, the initial analysis based on structural complexity and size identified four distinct types of local cultural foundations, but typological changes were rather minimal over time. Next, the final analysis incorporated the organizational environment variable, identified eight different types, and observed significant transformations between 2022 and 2023. These findings indicated that local cultural foundations, as key local entities of the arts and culture sector, currently exhibit patterns of regional differentiation, showcasing and adapting different organizational types in response to regional contexts. The study additionally highlighted that internal and external environments encompassing the decision-making process related to boards of directors, local councils, and broader governance structures of cultural policy were critical factors in the observed year-to-year changes. Through a comparative analysis of local cultural foundations, this article developed a typological classification from an organizational perspective and offered policy implications for cultural decentralization in Korea.
