문화향유 중심에서 사회혁신형으로:전라북도 사례로 본 문화자치역량 격차와 문화공동체 육성 방향

이 연구에서는 문화자치 시대에서 문화격차를 해소하려면 자율적 문화생태계가 필요하며, 열악한 지역의 문화진흥기반에서 지속 가능한 문화생태계의 핵심 동력으로 문화공동체가 중요함을 살펴보았다. 특히 이 연구에서는 문화공동체의 육성 방향이 문화향유형에서 사회혁신형으로 전환할 것을 제안하였다. 이 연구에서 제안한 사회혁신형 문화공동체는 구성원의 문화적 욕구 충족뿐만 아니라, 문화로 지역사회 문제를 해결하거나, 지역을 혁신(발전)하고자 지역문화의 문화적, 사회적, 경제적, 정치적 가치를 실현하는 문화공동체를 말한다. 이 연구에서는 전라북도 완주군 사례를 통해 사회혁신형 문화공동체가 구성원에게 문화향유 기회를 제공하고, 문화 활동으로 지역사회 문제를 해소하는 중요한 문화자치역량임을 확인하였다. 또, 사회혁신형 문화공동체는 기존 ‘문화의 공동체’인 문화향유형 공동체와 달리 ‘문화적 공동체’로서, 공동체를 지속하고 활성화하려면 비즈니스모델이 중요하다는 점도 사례분석에서 도출되었다.
Abstract
This study suggests the need to adopt an autonomous cultural ecosystem to reduce cultural disparities in the context of cultural autonomy, and that cultural community should be a key driver of sustainable cultural ecosystems in undeveloped regions. Specifically, this study argues that the direction of encouraging cultural community should be shifted from the Cultural enjoyment-type to the Social innovation-type. The Social innovation-type refers to a cultural community that might reach the cultural, social, economic, and political values of local culture to solve local community issues or to develop the region through cultural activities. Based on a case study of Wanjoo-gun in Jeonlabuk-do, this study demonstrates that cultural communities belonging to the social innovation-type should possess a critical capability of cultural autonomy. This capability would allow them to improve some community- related issues and to encourage local innovation through cultural activities, while offering opportunities to enjoy cultural activities to community members. Besides the current “cultural community”-Cultural enjoyment-type, regarding the cultural community of the social innovation-type, it is important to attain a certain business model to sustain or promote the community.
