시민교육을 위한 미국 사회과의 노력 - C3 framework의 탐색 -

사회과 교육의 주요 목적이 시민교육이라는 것에는 많은 연구들이나 학자들이 공유하고 있으나, 실제 사회과 교육과정 문서는 학문 구조를 중심으로 구성되어 있으며 시민 자질 함양은 사회과 목표와 성격 부분에서 형식적으로 제시되어 있는 경향이 있다. 특히 시민 자질 함양을 위해서는 교육과정의 교수ㆍ학습 방법 부분이 구체적으로 기술되어야 함에도 불구하고 우리나라 사회과 교육과정에서의 교수ㆍ학습 방법은 원론적인 내용을 제시하는데 그치고 있다. 이러한 문제의식을 바탕으로 시민교육을 중심의 사회과 교육과정을 구상하는데 시사점을 얻고자 2013년에 시민성 함양을 전적으로 내세우면서 교육과정을 개정한 미국의 C3 framework를 탐색하였다. 그 결과 우리나라 사회과 교육과정에 주는 시사점으로는 학생 활동 중심의 교육과정 구상, 영역 간 합의를 통한 사회과의 주요 활동 도출, 언어 능력과 사회과 교육의 연계, 사회과 교육과정 개정만을 위한 연구진 구성과 연구 진행 등이 있었다.
Abstract
There is a consensus about a main purpose of social studies education is to educate students to become effective citizens: however, the purpose of social studies does not seem to be reflected in the content of social studies curriculum. The Korean social studies curriculum is constructed based on a structure of academic domain. In particular, an explanation on instructional methods should be kindly delineated in order to help teachers select effect materials and activities that can improve students’ abilities to be active citizens. Nevertheless, Korean social studies curriculum provides a general overview regarding how to teach. To modify the Korean curriculum properly for citizenship education, this study explored the C3 framework NCSS developed in 2014. As a result, this study revealed several implications on Korean social studies such as the exploration of student-centered curriculum, the need of agreement process among curriculum developers, and the alignment of language skills and social studies content.
