본 연구는 미국 핵심성취기준(CCSS)에 대한 미국의 사회과교육 및 지리교육의 대응과 그 내용을 탐색해보고자 하였다. 이를 위해, 우선 2011년 개발된 CCSS ELA/Literacy의 특징을 살펴보았다. 다음으로 2013년 CCSS 와 사회과의 연계를 위해 개발된 ‘The College, Career, and Civic Life (C3) Framework for Social Studies State Standards: Guidance for Enhancing the Rigor of K-12 Civics, Economics, Geography, and History’를 살펴보고, 마지막으로2013년 CCSS와 지리의 연계를 위해 개발된 ‘Common Core English Language Art and Geography Connections: An Alignment of the Common Core State Standards for English Language Arts & Literacy in History/Social Studies, Science, & Technical Subjects to the Geography for Life: National Geography Standards, Second Edition’을 살펴보았다. 이와 같은 미국 교육계의 변화의 핵심적 문제의식은 바로 21세기 문해력을 갖춘 인간을 기르는 것이다. 유치원부터 12학년까지의 학교 교육을 통해 세계적으로 경쟁력을 갖추고 어디에 사는지에 상관없이 누구나 대학, 직업, 성인으로서의 삶에 대해 준비된 학생을 기르고자 하는 노력의 일환이다. 국어뿐만 아니라 사회과를 통해서도 문해력 교육을 적극적으로 추구하는 미국 교육계의 노력은 우리나라 교육과정에 시사하는 바가 크다.
Abstract
The purpose of this study is to explore the efforts of both social studies and geography education to respond to the Common Core in US. ‘The Common Core State Standards for English Language Arts & Literacy in History/Social Studies, Science, and Technical Subjects’ has called for social studies and geography educators to share in the responsibilities for improving students’ literacy in K-12 education. In this regard, rigorous efforts to align the Common Core to social studies, and to geography have been made in US. This study examined ‘The College, Career, and Civic Life (C3) Framework for Social Studies State Standards: Guidance for Enhancing the Rigor of K-12 Civics, Economics, Geography, and History’ as the response of social studies to the CCSS, and ‘Common Core English Language Art and Geography Connections: An Alignment of the Common Core State Standards for English Language Arts & Literacy in History/Social Studies, Science, & Technical Subjects to the Geography for Life: National Geography Standards, Second Edition’ as that of geography to the CCSS. Such efforts of US education, developing the K-12 education to make students “literate” for the college and career readiness, provide some implications to Korean social studies and geography education.
