도시기후레짐의 형성과 성격 분석 : 민선7기 광주광역시 사례 연구

2015년 파리협정이 체결된 후, 세계의 많은 도시 정부가 기후비상사태를 선언하고 탄소중립의 목표를 수립했다. 지방의 특수한 조건을 고려한 도시 정부의 기후변화대응은 온실가스 감축에 소극적인 국가 행위의 한계를 보완하고, 기후변화 대응을 촉구하는 여론을 형성하는 계기로 작용할 수 있다. 그런데 도시 정부가 기후 의제에 우선성을 부여하게 되는 이면에는 도시의 성장 전략과의 결합, 단체장의 외교적 목표와 재선 등 여러 정치적 동기와 이해관계가 전략적으로 조정되는 정치적 맥락이 존재할 수 있다. 이와 같은 전제 위에 도시의 기후 정치를 분석하고자 하였으며, 민선7기 기후변화 대응을 전면에 내세웠던 광주광역시를 사례 연구하였다. 구체적으로 광주 기후위기비상행동과 시정부와의 협력적 관계를 ‘도시기후레짐’으로 명명하고 G. 스토커의 유형화를 참고하여 그 성격을 분석했다. 연구 결과에 따르면 광주의 민선7기 기후레짐은 탄소중립의 명분과 온실가스감축의 목표를 공유하여 형성된 통치연합으로 특히 ‘그린뉴딜’에 대한 중앙정부의 지원을 얻기 위해 협력하면서 질적으로 심화되었다. 도구적 레짐 유형에 가깝지만, 친환경도시의 이미지를 구축하는데 머무는 상징적 레짐으로 변질될 가능성도 내포하고 있다
Abstract
After the Paris Agreement was signed in 2015, many city governments around the world declared a climate emergency and set targets for carbon neutrality. The city government's response to climate change in consideration of various local conditions can complement the limits of national action and act as an opportunity to form sensitive public opinion on climate change. However, behind the city government giving priority to the climate agenda, there may be a political context in which various political motives and interests are strategically adjusted, such as the combination with the city's growth strategy, the head's diplomatic goals and re-election. Under this premise, this thesis aims to analyze the city's climate politics and analyzes the case of Gwangju Metropolitan City in the 7th civil election. In particular, the Gwangju Climate Crisis Emergency Action and the formation of a cooperative relationship with the city government are named 'urban climate regime' and refer to G. Stoker's typology to understand its nature. According to the results of the study, Gwangju's 7th popular climate regime was qualitatively intensified centering on the common aspiration of 'Green New Deal' as a governing coalition formed by the specific goal of reducing greenhouse gas emissions. Although it is close to an instrumental regime type, it contains the possibility of degenerating into a symbolic regime that stays in building the image of an eco-friendly city.
