북한 핵 능력 고도화 억제를 위한 군비통제 전략 “전략물자 통제를 중심으로”

본고는 북한의 핵위협이 고도화되고 국가안보 환경의 변화가 예상되는 가운데 북한 핵 능력의 고도화를 효과적으로 억제하고 그 과정에서 파생될 수 있는 위협요인을 사전에 차단하기 위한 군비통제 전략을 전략물자 수출통제를 중심으로 연구하였다. 강도 높은 대북제재 하에도 북한은 핵 능력 고도화를 추진하고 있어 이를 억제하기 위한 방안으로 현행 대북 제재의 실효성 제고와 전략물자 수출통제체제의 보완이 요구된다. 본고는 대북제재의 효과를 제고하고 북한 핵 능력의 고도화를 억제하기 위한 방안을 제시하는 것을 목표로 북한의 핵연료주기와 핵무기 생산을 분석하여 기술적 측면의 추가 통제 소요를 고찰한 후 대북제재의 효과를 극대화하고 국가안보를 강화하기 위한 군비통제 방안으로 통제대상 물자의 공백 최소화, 기술적 진화를 고려한 추가 통제, 추가 대북제재 목표 설정, 다자 및 범정부 협력체계 가동의 4가지를 제안하였다.
Abstract
In response to the advanced North Korean nuclear threat, measures to tighten the implementation of the north korea sanctions and export control of strategic materials has been studied. Engineering methods were utilized to social scientific study as a means to supplement of the deficiency of empirical data required for research, then nuclear fuel cycle and nuclear weapons technology have been analyzed to derive their vulnerabilities. Strategic materials under the current export control has been analyzed to propose measures to supplement them, and then arms control measures to tighten the effect of the north korea sanctions while protecting the economic security has been discussed by focusing four topics : supplementary of the strategic material list, supplementation of the strategic material control by considering advances of technologies, reconsideration in the purpose and targets of the North Korea sanction, building multilateral and intergovernmental cooperation system.
