북핵 제재의 효용성 재고를 위한 국제 수출통제체제의 문제점 검토 - 전략적 소통(Strategic Communication)을 중심으로 -

Abstract

The purpose of this study is to diagnose the problems of the four major international export control systems related to North Korea in terms of strategic communication. Based on this, it is to suggest ways of deterring North Korean’s nuclear programs using the international export control system. Analyzing problems of the international export control system, this paper contains proposals including the effectiveness of nuclear sanctions through accurate communication, revitalization of inter-Korean economic cooperation considering the intentions and positions of both Korea, and operational efficiency in terms of maintaining flexible and gradual measures. As a development direction to overcome the problems, this paper suggests the effective roles of China and Russia via accurate communication and utilization of strategic leverage by strengthening economic cooperation like the re-opening of Kaesong Industrial Complex considering North Korea's intentions and positions. It will be necessary to strengthen a more meticulous and multilateral cooperation system maintaining flexible and gradual measures in the Northeast Asian region.
