이 연구의 목적은 사립대학구조개선에 관한 국회 발의 법안을 분석하고 현 국내 사정을 반영한 심도 있는 논의를 제공하는 것이다. 대한민국의 고등교육 시장은 출산율 급감에 따른 학령인구 부족으로 공급과잉 상태이다. 이미 2018년부터 대학 정원과 대학 입학자원의 역전 현상이 발생하였으며 이러한 현상은 저출산 현상을 고려한다면 앞으로 더 악화할 것이 분명해 보인다. 이러한 사회적 요구의 응답으로 2010년부터 2023년 8월까지 약 10년 동안 8명의 국회의원이 9개의 관련 법안을 대표 발의하였다. 이에 본 논문은 가장 논란이 되고 있는 자발적 해산 현실화 방안을 중심으로 발의 법안을 비교 검토하고자 한다.
Abstract
The objective of this study is to analyze the proposed bills concerning the restructuring of private universities and to provide in-depth discussions reflecting the current domestic situation in South Korea. The higher education market in South Korea is in a state of oversupply due to a sharp decline in the birth rate and a consequent shortage of the school-age population. This issue has been evident since 2018, which will be likely to worsen considering the low birth rate. In response to this social demand, starting with congressman Kim, Seon-dong's bill in 2010 to promote and support the restructuring of private universities, approximately 8 members of the National Assembly have introduced 9 related bills over a decade until August 2023. Accordingly, this paper aims to comparatively examine the proposed bills, focusing on the most controversial issue: the realization of voluntary dissolution.
