Abstract
In 1369, diplomatic relations were established between Goryeo and Ming. However, in 1375, these relations were severed. Subsequently, Goryeo persistently requested the restoration of diplomatic ties with Ming until 1383 (9th year of King U’s reign, 16th year of the Hongwu era). In October of the same year, Emperor Hongwu proposed the condition of a five-year tribute period to the Goryeo envoys as a prerequisite for re-establishing relations. When Goryeo complied with this condition in January 1385, diplomatic relations were restored. Since the Shandong invasion by Japanese pirates (wokou, 倭寇) in 1369, Emperor Hongwu implemented policies to suppress the pirates, known as the jingwo policy (靖倭政策), which included establishing maritime defense systems in regions such as Shandong and dispatching envoys to Japan to demand the suppression of pirate activities. Ming established official diplomatic relations with Japan between 1371 and 1374, resulting in a temporary decline in pirate incursions from 1375 to 1379. However, between 1380 and 1383, the resurgence of pirate attacks and Japan’s breach of diplomatic protocols led to a deterioration in Sino-Japanese relations. Emperor Hongwu believed that Japanese pirates were using the Korean Peninsula’s coasts as a route to invade China, and thus demanded that Goryeo strengthen its maritime defenses from 1369 to 1374. Consequently, issues related to Japanese pirates became a significant aspect of Ming’s diplomatic relations with Goryeo, paralleling its policy toward Japan. In 1385, when Ming and Goryeo resumed their diplomatic relations, Emperor Hongwu directed efforts to suppress Japanese pirates in the coastal and island regions of Goryeo and instructed Goryeo to provide guidance for maritime routes. In 1386, Emperor Hongwu abandoned the policy of engaging with Japan through diplomacy to suppress pirates, instead focusing on strengthening Ming’s maritime defense system. In March of the 1387, during an audience with Goryeo envoys, Emperor Hongwu reiterated his demand for enhanced maritime defense. Overall, the issue of Japanese pirates was a central concern in the diplomatic relations between Ming and Goryeo. For Emperor Hongwu, diplomacy with Goryeo included addressing the problem of Japanese piracy as part of his broader jingwo policy.
