그동안 우리나라 정부가 추진한 전자정부는 행정전산화, 국가기간전산망 구축, 온라인･모바일 서비스 확산 등의 변화를 거치며 성숙단계에 이르렀다는 평가를 받고 있다. 하지만 공공데이터 및 정보시스템 활용 과정에서 부처 칸막이 문제와 같은 구조적 한계 그리고 데이터 표준화 등의 기술적 한계로 인해 지능 정부로의 진화가 정체되어 있다. 하지만 AI 기술은 전자정부가 문제점들을 획기적으로 해결하여 정부 지능화를 구현할 할 수 있는 잠재력을 가지고 있다. 이 연구에서는 전자정부와 AI 기반 플랫폼 정부 개념을 전자정부의 발전 과정에서 살펴보고, AI와 플랫폼 기반으로 설계되는 정부가 기존 전자정부 한계를 극복할 수 있는지의 가능성을 검토한다. 이를 통해 전자정부에서 인공지능 정부로의 전환을 행정혁신의 진화과정으로 이해할 수 있는 이론적 관점을 제시하는 것에 연구 목적이 있다.
Abstract
The e-government of South Korea has advanced through administrative computerization, national information networks, and the expansion of online and mobile services, reaching a mature digital stage. Yet, structural fragmentation among ministries has limited further progress toward intelligent governance. In this context, artificial intelligence (AI) has emerged as a key driver for overcoming such barriers. This study explores how AI- and platform-based government models can address the limitations of e-government and interprets the transition toward an AI government as an evolutionary process of administrative innovation.
