인공지능 시대의 민주주의와 행정 : 「국민신문고」 민원시스템 고도화 사례를 중심으로

공공부문에 인공지능 도입과 활용이 확대되면서, 민주주의의 디지털 혁신 가능성과 조건에 대한논의가 활발하다. 이 연구에서는 디지털 혁신과 인공지능 도입이 가져올 민주주의의 변화에 대한최근의 논의를 배경으로 정부대표 전자민원시스템인 「국민신문고」 고도화 사례를 분석하였다. 분석결과, 인공지능 등 지능정보기술의 활용을 통해, 민원인 개개인의 고충민원처리의 효율성과 반응성개선뿐만 아니라 민원데이터 분석을 통한 정책문제의 탐색, 정책문제의 해결을 위한 공론화와 시민참여, 부처별 정책현안에 대한 대응 및 제도 개선까지 이어지는 디지털 민주주의 기반의 새로운 행정 모형의가능성을 확인하였다. 또한 「국민신문고」 고도화 과정에서 나타난 행정관료제의 역할과 역량에 대한분석을 바탕으로, 인공지능 시대에 부합하는 행정관료제와 민주주의간의 선순환 관계의 조건을 전망하고 정책적 과제를 제시하였다.
Abstract
As the adoption and the use of artificial intelligence (AI) expand in the public sector, discussions about the digital innovation of democracy proliferate. This study aims at finding the possibility and the conditions for thriving digital democracy in the era of AI by analyzing the case of the advancement of 「e-people」 system, the Korean government's electronic service made for the people's concerns based on the recent discussions on the changes in democracy brought about by digital innovation and AI adoption. As a result of the analysis, the advancement of the system adopting AI contributes to improving grievance and complaint handling efficiency and making public discussion and civic participation more effective with producing long-term and short-term resolution through civil complaint data analysis. In addition, it is also helpful for the government to discover the latent policy issues and respond to them with data analysis on civic complaints and grievances collected by the system. Furthermore, based on the study of the roles and capabilities of the bureaucrats in the process of upgrading the 「e-People」 system, the author explores conditions of the synergic relationship between bureaucracy and democracy in the AI era. Finally, based on the study of the case, the author presents theoretical and policy implications.
