인공지능이 다양한 산업과 영역에 걸쳐 인간능력을 능가한 것으로 평가된다. 디지털 전환의 중추기술인 인공지능이 국가정책 Agenda로 부각되고 있다. 인공지능을 활용하여 산업육성과 기업경쟁력 강화를 위한 노력이 전개되고 있다. 인공지능 국가전략은 단순히 인공지능 기술개발과 산업육성을 넘어 국가사회의 당면과제 해결, 사회시스템의 혁신과 최적화, 국민생활의 질 향상 등을 위한 정부구현을 포함한다. 하지만 정부는 어떤가? 여전히 관료제정부에서 벗어나지 못하는 듯하다. 정책문제에 무기력하고 부패하며 불공정하고 낭비와 비효율에서 자유롭지 못하다. 모든 것이 인공지능으로 통하는 인공지능 전환시대에서 창조적 탈바꿈이 요구되는 정부에게 어떠한 모습, 지향, 가치가 필요한가? 디지털 전환의 심화 및 고도화에 부응하여 창조성, 청렴성, 공정성 그리고 책임성, 윤리의식 등으로 무장된 공직자에 의한 정부기능과 역할이 한층 요구된다. 본 연구는 인공지능 전환시대에서 바람직한 인공지능 정부모습과 지향을 제시하고 실천방안의 탐색에 목적을 두고자 한다.
Abstract
Artificial intelligence, the central technology of digital transformation, is emerging as a national policy agenda. The national strategy of artificial intelligence is expected to be an optimal alternative to solving the challenges of the national society, innovating and optimizing social systems, and improving the quality of people's lives beyond just developing artificial intelligence technology and fostering industries. But what about the government? It still seems to be unable to escape from the bureaucracy. It is lethargic and corrupt in policy issues, unfair, and not free from waste and inefficiency. In the era of artificial intelligence transformation where everything leads to artificial intelligence, what kind of image, orientation, and value do governments that require creative transformation need? In response to the deepening and advancement of digital transformation, government functions and roles by public officials armed with creativity, integrity, fairness, accountability, and ethics are further required. The purpose of this study is to present the desirable appearance and value of artificial intelligence government in the era of artificial intelligence transition and to explore practical measures for implementation.
