Abstract
This study empirically analyzes the evolutionary process of Korean local councils over the past 30 years since their resurrection in 1991, utilizing Peverill Squire's theory of "Legislative Professionalization." Squire identified three key components determining legislative capacity: Salary, Time in Session, and Staff. By tracing the transformation of these three indicators, this study categorizes the history of Korean local councils into three distinct stages and examines their characteristics and limitations. The analysis reveals that the First Stage (1991–2006) was a period of "Citizen Legislature," where professional legislative activities were structurally constrained by the principles of unpaid honorary positions, legal limits on session days, and the absence of supporting staff. The Second Stage (2006–2018) marked a period of "Transitional Imbalance." While the introduction of a paid system (monthly allowance) and the abolition of session limits in 2006 established the financial and temporal foundations, the lack of professional staff remained a critical deficiency. During this period, councils sought various self-help measures, such as paid interns, but faced institutional barriers. The Third Stage (2018–Present) represents the "Institutional Completion" phase. The complete revision of the Local Autonomy Act in 2022 finally introduced "Policy Support Officers" and granted "Personnel Independence" to council chairpersons, thereby fulfilling all three elements of the Squire Index. In conclusion, Korean local councils have completed the hardware evolution from amateur to professional legislatures over the last three decades. However, limitations such as the restricted staff ratio (one staff member per two councilors) and the lack of autonomy in organization and budgeting rights remain challenges, resulting in "incomplete independence." For the substantive autonomy and enhanced professionalism of local councils in the future, the enactment of a separate "Local Council Act" is essential to establish a fully independent checks-and-balances system.
