Abstract

This paper delves into the concept of the “Digital Platform Government” proposed by the Korean government, highlighting a departure from conventional e-government models. The digital platform government aims to provide innovative public services through a collaborative, platform-centric approach with the private sector. Its distinctiveness lies in not only providing public information to citizens but also personalized and proactive public services, diverging it from traditional e-government and digital government models. Moreover, despite the similarities with the existing discussions on platform government, the digital platform government highlights more importance on ‘government operational system redesign’ and ‘expansion of private-public participation.’ The study identifies challenges in evaluating its performance based on existing e-government, digital government, and platform government metrics, particularly the absence of discussions on diverse stakeholders’ involvement and differentiated digital service provision. The author, thus proposes a framework for core performance elements and indicators, considering the analysis of the digital platform government’s implementation challenges and the essential elements for future development. The research advocates for a comprehensive evaluation that includes various stakeholders (implementing/supervising ministries, other related ministries, local governments, private enterprises, and citizens). It suggests assessing seven key components within these groups, such as ‘government strategy formulation,’ ‘establishment of an operational and performance management system,’ ‘government operational system redesign,’ ‘digital platform infrastructure development/operation,’ ‘digital service provision,’ ‘expansion of private-public participation,’ and ‘operation/performance management.’ The study aims to overcome limitations in existing global performance evaluation systems by incorporating qualitative variables and context-specific factors tailored to the Korean context.
