본고는 한-EU FTA 체결 이후 한국자동차 산업이 직면하게 될 경쟁 환 경의 변화를 분석하여 정책과제를 제시하는데 목적을 두고 있다. 분석결과, 우리 자동차 산업은 EU 시장 확대를 위해 다음과 같은 정책을 추진할 필 요가 있는 것으로 나타났다. 첫째, 자동차 내수 부양과 산업 체질 강화의 동시 추진이다. 내수부양은 수요위축을 부양하기 위한 금융, 세제상의 인센 티브 도입을 통해 가능하다. 반면, 체질강화는 자동차 산업의 특성상 조립, 개발, 조달, 판매 등 전반적인 분야에서 필요하다. 또한 타 타산업의 기업, 후발업체, 재무능력만을 앞세우는 기업 등에 의한 인수합병에 의한 구조조 정은 바람직하지 않으며 산업경쟁력을 강화하는 방향으로 이루어져야 한다. 둘째, 부품의 EU 현지 조달률을 충족시킬 수 있도록 국내 및 현지 생산과 조달체제를 확립하여 가격 경쟁력을 확보해야 한다. 또한 동유럽 국가들에 대해 부품업체들의 직접투자를 검토하고 시장선점을 극대화해야 할 것이다. 셋째, 친환경차량 개발과 보급의 촉진이다. 친환경 자동차 기술개발 사업은 선진국처럼 국가적인 차원에서 추진하고, 제도적으로는 환경 친화 자동차의 개발 및 보급촉진에 관한 법률을 개정하여 환경 친화 자동차의 범위를 클 린디젤차, 바이오연료 등으로 확대할 수 있는 기반을 마련해야 할 것이다. 기술개발 지원 금액 대폭 상향 조정, 핵심 부품 기술개발 집중 지원, 개별 소비세, 취득세, 등록세, 자동차세 감면 등 세제혜택, 유료도로 통행료, 주 차료, 혼잡통행료 감면 등 운행단계 지원, 구입자에 대한 법인세, 소득세 감면 등 구매유인 등 지원방안은 도입 차원에서 적극적으로 검토할 필요가 있다.
Abstract
This paper suggests that it is strongly recommendable for the Korean motor industry to take some initiatives coping with environmental changes surrounding the EU market after Korea-EU Free Trade Agreement. First, both stimulating the domestic economy and strengthening the competitiveness of the industry should be implemented together by means of financial support and tax deduction. The value added productivity should be improved in the various sectors such as assembly, research and development, parts supplying and sales. Especially any M&A of an insolvent enterprise by non-auto makers in the process of restructuring would be undesirable. Secondly, the domestic and overseas plants should be well coordinated to meet the local contents required by EU. In this regard, foreign direct investment in the eastern Europe could be positively considered. Thirdly, green cars should be actively promoted to develop and support diffusion by means of financial support, R&D investment including tax cut incentives.
