본 연구는 한-EU FTA 협상의 정치경제와 이의 정책적 함의를 분석하고 있다. 그간 한-EU FTA에 관한 선행연구가 다수 수행된 바 있으나, 대다수의 연구는 한-EU FTA의 경제적 효과를 분석하는데 주 목적을 두어왔으며 결론적으로 협상과정 및 그 효과에 대해 낙관적인 전망을 제시하는 경향을 보여왔다. 하지만 본 연구는 한-EU FTA의 효과는 협상의 최종 결과에 따라 크게 달라질 수 있는 상대적인 성격을 지니기에, FTA의 파급효과에 대해서는 보다 신중한 관점을 취할 필요가 있다는 점을 강조하고 있다. 특히 한국정부는 협상전략을 수립하는 과정에서 긍정적인 경제적 효과에 대한 ‘기대감’에만 근거하기 보다는, 협상과정에서 논의되는 주요 현안의 정치, 경제, 사회적 파급효과 전반에 대한 체계적이고도 면밀한 분석에 근거한 협상전략을 마련하여 실익 위주로 협상을 진행하는 것이 바람직할 것으로 고려된다.
Abstract
This study intends to analyze the negotiation process of the Korea-EU FTA and its policy implications. While most existing researches on the Korea-EU FTA tend to present optimistic prospects on the outcome of the FTA negotiation, this study takes a more cautious view on the negotiation process of the Korea-EU FTA because the actual economic effects can vary according to the final outcome of the negotiation. Thus, it is suggested that the Korean government needs to carefully elaborate negotiation strategies, and, to this end, the effects of the FTA should be evaluated not solely on economic merits but with the consideration of socio-political implications as well.
