Abstract
This thesis aims to discuss characteristics of British industrial welfare and its politics in 1970s. For this, the intention of this thesis is to explore policy-making processes of the Coal Workers' Pneumoconiosis Scheme (hereafter CWPS) which compensates ex-miners with pneumoconiosis for indusrial injury. Coal workers' pneumoconiosis was a typical occupational disease during industrialization period and the sufferers still exist in Britain. Therefore it should be recognized as a current problem. To sum up, the CWPS was a product of social concertaion in coal industry and its introduction shows that the British industrial welfare has been based on social dialogue and social compromise. This means that trade unions have played a key role in a policy decision. In addition, ex-miners have also been represented by trade unions. As a result, it is not necessary to make interest groups for ex-miners with pneumoconiosis unlike those of South Korea and the sufferers can feel solidarity
