영유아가족 지원정책의 두 가지 방향성에 대한 국가간 비교 연구

초록

본 연구는 OECD 국가들의 영유아가족 지원정책의 방향성을 확인하고 각국의 정책좌표를 확인하기 위한 비교 연구이다. 이 연구에서는 정책을 이념형적으로 분류하는 데에서 더 나아가, 실증자료에 기반하여 정책을 분류하고 정책패키지를 발견하고자 하였다. 이를 위해 영유아가족 지원정책의 하위항목들을 구분하고, 이들을 주성분분석을 통해 정책패키지로 분류하였다. 본 연구의 분석결과는 다음과 같이 요약할 수 있다. 첫째, 영유아가족 지원정책은 출산․육아휴가, 0-2세 보육, 남성의 휴가사용 유인 등 노동지원정책과, 양육휴가, 양육수당, 3-5세 보육 등 양육지원정책의 두 방향으로 나타났다. 둘째, 두 정책방향 사이에는 강하지는 않지만 어느 정도의 정적 상관관계가 있는 것으로 나타났다. 셋째, 노동지원정책은 스웨덴 등 북구 국가들에서, 양육지원정책은 프랑스 등 대륙유럽 국가들에서 높게 나타났으며, 한국은 영미 국가들과 함께 가장 정책이 저발달된 국가로 발견되었다. 이러한 결과에 따라본 연구는 한국에서 새로이 도입되고 있는 영유아가족 지원정책들도 정책 방향성을 분명하게 구분할 필요성을 제기하였다.

Abstract

This study categorized OECD countries' public support for families with young children and examined the position of Korean policies. To to this, the main component analysis and the cluster analysis were done. The findings of the current study are summarized as follows. First, in the main component analysis, policies supporting families with young children can be categorized into two subset of policies, namely, work support policies and care support policies. Second, the work support policies shows more variation among countries, and the two policy packages were found to have positive correlations. Third, the Nordic countries show the highest scores in work support policies, and the continental European countries are seen to develop the care support policies. Korea was found to belong to liberal countries, getting lowest marks in both policies.
