본 논문은 1946년 영국 산재보험제도의 등장을 노동조합과 노동정치를 통해 살펴보려는 것이다. 일반적으로 산재보험은 사회보험 중에 가장 먼저 도입되고, 노동조합의 적극적인 참여와 노사정 간의 협상과 타협을 전제한다는 점에서 복지국가 형성의 전형적인 모습을 보여준다. 따라서 본 논문은 영국의 산재보험제도 형성에 초점을 맞추어 노동정치와 복지국가 형성의 정치를 이해하려는 것을 목적으로 하고 있다. 영국의 노동조합은 산재보상의 정치에서 아젠다 세팅, 정책과정과 결정의 참여자, 실질적 입법의 핵심 주체로 존재했다. 즉 끊임없이 산재보상의 문제점에 대해 비판했을 뿐만 아니라 대안을 제시해 왔으며, 정책결정 과정에서 노동당을 통해 개입해 왔다. 따라서 영국의 산재보험제도 형성의 정치는 노동조합의 적극적인 참여와 협상과 타협의 노동정치가 사회보험과 복지국가 형성의 전제였다는 것을 보여주고 있다.
Abstract
This objective of this thesis is to explore the formation of welfare state and the role of trade unions in Britain focusing on National Insurance (Industrial Injuries) Act 1946. This is because the Act embodied industrial relations and was a indicator of welfare state. It is expected that this study gives an insight about the politics of welfare state formation in Korea. The result of this study focusing on the role of trade union is that TUC was the important actor in the formation of the Act. The trade union had criticized for serious defects of the Workers' Compensation Act which was the system for industrial injury before the National Insurance (Industrial Injuries) Act 1946 and made many efforts to improve the existing act. In particular the union actively participated in the discussion and decision making process of the new act. This thesis comes to the conclusion that the role of trade unions is still a deceive factor in politics of welfare state formation and organization of power bloc is a necessary and sufficient condition in the welfare state formation in Korea.
