재난발생시 재난약자 지원에 관한 연구 -복지 대피소를 중심으로-

재난의 양상은 그 발생 빈도와 규모에서 나날이 예상하기 어려워지고 있다. 더구나, 도시의 산업화, 공업화에 따른 인구 유입과 고시의 고밀화로 인하여 재해발생시 그 피해 규모는 점점 대형화 복잡화의 양상을 보이고 있다. 대피소는 재난 등으로 인한 재난피해자들이 일시로 대피 및 거주하게 되는 공간으로서 가장 기본적인 방재시설이다. 그러나 국내의 경우 재난피해자들이 임시로 거주하게 될 대피소에 대한 지정, 관리 등에 관한 사항은 물론 지원에 대한 내용들이 미흡한 실정이다. 이에 재난피해자들의 피난처인 대피소에서의 피난생활에 관한 여러 가지 문제점들이 나타나고 있다. 특히 인명피해를 최소화하기 위해서는 안전취약계층에 대한 고려가 필요하다. 본 연구에서는 여러 가지 문제 중에서도 재난약자에 속하는 고령자나 장애자에 대한 피난생활 지원에 관한 문제점에 대하여 일본의 복지피난소를 사례로 살펴보고, 우리의 대피소 운영능력 강화 방안을 알아보았다. 본 연구에서는 재난발생시 가장 먼저 재난 자체로부터 생명을 지키기 위하여 피난하고, 생활환경을 정비하여, 필요한 생활 지원을 보장함으로써 심신 상태의 악화와 재패 관련사를 방지하는 것이 가장 중요하다고 보았다. 이에, 재난약자에 대하여 복지 대피소가 생명을 지키는 가능을 담당하는데 무엇이 요구되고 있는지에 대하여 살펴보았다.
Abstract
Disasters are difficult to predict daily because of their frequency and scale. Moreover, The population influx due to the industrialization of cities and the densification of cities make the scale of damage at the time of disasters larger and more complicated. Therefore, there are some problems with evacuation life at shelters for disaster victims. In this study, we discussed the welfare shelters in Japan with regard to the problems concerning the evacuation life support for the vulnerable people. And, I considered the measures to strengthen the shelter operation ability in Korea. In this study, in order to protect lives from the disaster itself, it was considered most important to prevent deterioration of physical and mental condition and disaster related death. Therefore, we investigated what is required of welfare shelters in charge of the function to save lives for disaster vulnerable people.
