본 연구는 날로 대형화․복잡화되는 재난에 적절하게 대응하지 못하는 재난약자를 위해 재난약자 안전관리시스템을 구축하는 방안을 모색하였다. 이를 위해 관련 이론 및 선행연구 검토를 통해 재난약자에 대한 개념을 정의하고, 국내외 재난관리 법․제도 등을 살펴보았다. 먼저, 국내 재난관리체계를 검토한 결과, 국내 재난관리 법․제도에서 재난약자에 대한 명시적인 규정이 미비하고 재난발생시 재난약자를 보호하는 관리체계가 거의 전무함을 발견하였다. 반면, 일본 및 미국사례에서는 재난현장에서 재난약자를 보호하기 위한 별도의 조직을 구성하고 유관기관 간 협력체계를 구축하여 재난약자를 위한 안전서비스가 연속성을 확보하고 있었다. 이에 본 연구는 재난약자(고령자) 안전복지서비스의 전달체계를 기초로 한 재난 전․후 역할전환을 통해 서비스의 연속성을 보장하고 재난현장에서 재난약자 보호 및 배려가 제공될 수 있는 대안을 제안하였다.
Abstract
The purpose of this study is to provide guidelines for an effective safety management system for people vulnerable to disaster. First, I define the concept of people vulnerable to disaster through a review of the literature. Second, I analyze the laws and policies regarding disaster management put in place by local and foreign governments. The findings are as follows. First, there are no explicit regulations and no definitive system for protecting those vulnerable to disaster in the Korean disaster management system. In Japan and the United States, on the other hand, safety services for people vulnerable to disaster exist; they consist of specially organized teams that protect individuals after disasters, and they involve close cooperation among related organizations. In conclusion, this study suggests the creation of a secure service for disaster management by assigning specific roles for welfare services, and discusses a means of supplying protection and care to vulnerable people after a disaster.
