한국의 ‘신 군사전략’ 개념 : 전쟁수행 중심의 ‘실전기반 억제’

초록

이 논문은 한국의 군사전략 개념을 보다 발전적으로 검토하고 대안을 제시하는데 목적이 있다. 군사전략이란 무엇인가? 한국은 어떠한 군사전략 개념을 가지고 북한의 군사적 도발 위협에 대비해야 하는가? 구체적으로 북한의 국지도발, 전면전 도발, 그리고 핵위협에 대응하기 위한 ‘신 군사전략’을 어떻게 정의하고 적용할 수 있는가? 지금까지 한국은 북한의 재래식 도발에 대비하기 위해 한미동맹을 주축으로 억제력을 강화하는 데 주안을 두어 왔다. 그러나 최근 북한이 핵을 보유함으로 인해 이러한 억제전략의 효용성에 의문이 제기되기 시작했다. 핵을 가진 북한은 보다 큰 자신감을 가지고 국지도발과 전면전 도발을 야기할 수 있으며, 언제든 우리 사회에 핵위협을 가할 수 있다. 따라서 한국의 군사전략은 과거 북한의 재래식 군사도발을 ‘억제’하는 전략을 넘어 국지도발 등 다양한 도발에 대해 ‘전쟁수행’에 초점을 맞춘 ‘실전기반 억제’ 전략으로 발전할 필요가 있다. 여기에서 ‘실전기반 억제’라 함은 적의 공격을 단순히 방어하고 격퇴하는 데서 그치지 않고 적과의 ‘전쟁수행’에 주안을 두어 보다 적극적이고 공세적으로 적의 공격을 응징하고 비싼 대가를 강요하며 경우에 따라서는 체제붕괴를 야기할 정도로 전격적인 작전을 수행하는 것을 의미한다. ‘실전기반 억제’라는 한국의 새로운 군사전략은 한미연합군의 대북한 전력우세를 반영한 것으로, 이러한 전략은 적이 도발할 경우 효율적인 군사작전을 가능케 함은 물론, 궁극적으로 북한의 도발을 억제하는 데에 기여할 것이다.

Abstract

This paper examines the current military strategy of the ROK, and addresses the new strategic concept of “deterrence based on war fighting.” What is military strategy? What strategic concept is required for the ROK to prepare for North Korea’s military provocations? How can we define the ROK’s strategic concept to respond to North Korea’s local provocations, total war, and nuclear threats? In preparations for an all-out attack by the North, the ROK has focused on building a joint deterrence capability with the United States. However, since the 1990s, such theory has been questioned, as North Korea was successful in their nuclear weapons program and shifted its military strategy to concentrate its efforts on local provocations. A new military strategy should be developed, based on “deterrence based on war fighting” instead of the current ‘conventional deterrence” which has focused on building military capability. The concept of “war fighting” can be defined as the ability to not only defend against and defeat the enemy’s attack, but also retaliate against it aggressively, enforce insurmountable costs, and even inflict a heavy blow on the North Korean regime. The concept of “deterrence based on war fighting,” which reflects the superiority of ROK-US forces to the North Korean military, will ensure effective military operations in the case of war and ultimately contribute to deter against future provocations.
