본 논문은 정치의식(political awareness)이 투표동기에 미치는 영향을 분석한다. 이글은 먼저 정치의식이 높은 유권자들은 경쟁하는 정당들 또는 후보들 간의 이념차이를 더 분명하게 인식하기 때문에 투표동기가 강하다는 이론을 제시한다. 이글은 또한 17대 및 18대 국회의원 선거 설문자료 분석을 통해 이 이론을 검증한다. 이글은 미디어활용도가 높고 정치지식이 많은 유권자일수록 (1) 정당간의 이념차이를 분명하게 인식하고, (2) 정치효능감을 더 느끼며, (3) 투표참여 확률이 높다는 사실을 발견했다. 이글은 또한 학력과 소득 때문에 야기되는 것처럼 보이는 불평등 투표는 유권자들의 사회경제적 격차에서 비롯되는 정치의식의 차이 때문에 발생한다는 사실을 보여준다. 이러한 발견의 정책적 함의는 불평등 투표 해소를 위해 저소득·저학력 유권자들에게 저비용의 정치정보를 제공하거나 정당간의 이념차이를 분명하게 인식할 수 있도록 하는 제도적 장치를 마련할 필요가 있다는 것이다.
Abstract
This article analyzes the effect of political awareness on voting motivation. This article first offers a theory that voters with stronger political awareness are more highly motivated to vote because they clearly recognize ideological differences among competing political parties and voters. This article tests this theory by using the 17th and 18th National Assembly Elections survey data. The finding of this article concludes that voters who are more exposed to the media and have more political knowledge (1) clearly recognize ideological differences among political parties, (2) feel more political efficacy, (3) and are more likely to vote. This article also shows that unequal voting, which appears to have resulted from education and income levels in fact results from differential political awareness among voters and is caused by differences in socioeconomic status. The policy implication of this finding is that in order to reduce unequal voting, it is necessary to design institutional devices that provide the poor and the less educated with less costly political information and help them recognize ideological differences among political parties.
