본고에서는 북핵 위협의 가시화가 불가피한 현시점에서, 북핵 위협의 실체를 전제한 북핵 도발에 대한 억제전략의 구상과 구현에 대해 논의하였다. 이를 위해 먼저 북핵 위협과 우리의 정책방향 등에 대한 합리적 전제와 가정을 도출하여 효율적인 북핵 대응 노력을 위한 공통의 인식기반을 마련하였다. 이러한 공통인식을 기반으로 북핵 억제를 달성하기 위한 전략적 중점으로서 한반도 확전사다리, 응징보복 개념 강화, 재래식 수단에 의한 핵 대응, 한국군 주도 작전개념 등에 대해 논의하였다. 그리고 이를 구현하기 위한 구체적 수준의 작전임무를 한국형 3축 체계를 기반으로 분화하여 설정함으로써 앞서 논의한 전략 중점들을 실체화하였다.
Abstract
This paper aims to discuss the nuclear deterrence strategy and its implementation to cope with the North Korea nuclear threat which seems to be realized in the near future. Firstly, we evaluate North Korea's nuclear capability from the various aspects and assume our security policy based on the reasonable consensus. Secondly, four strategic issues to achieve nuclear deterrence are discussed. Then operational missions to attain the strategic objectives are established based on the well-known Korean Nuclear Triad. The operational missions established here would connect the deterrence strategy to the force structure, and so work the major role to implement the deterrence strategy.
