Abstract
Even after the end of Cold War and the dissolution of the Soviet Union the new Central European democracies do perceive some threats or potential dangers, although it would be rather difficult to identify. Especially, Poland needed to deal with its historic security dilemmas since Europe underwent dramatic upheaval, potentially resulting in myriad regional threats and internal alliance tensions. To a certain extent, Poland faces the same historical and strategic predicament in the early 1990s that confronted it in 1990 between tsarist Russia and imperial Germany, 1921 separating Soviet Russia and Weimar Germany, and from 1934~1939 between Stalin's Russia and Hitler's Third Reich. Although parallels exist between Poland's fragile security in the 1930s and its status in the early 1990s, Warsaw today attempts to rejoin Europe not as a belligerent, but as a facilitator. As in its post-Cold War reconciliation with Germany and bridge building to its eastern smaller, middle, and great power neighbors in the early 1990s, Poland tried to promote a specialized role for European reintegration. Subsequently Poland based its regional pivotal strategy not on provoking tensions or increasing regional security dilemmas, but on step-by-step integrative alignment. By pursuing a cooperative security alignment strategy in the early 1990s, Poland as a pivotal middle power implemented nonconfrontational external alignment, utilized the post-Cold War redistribution of material capabilities for cooperative reintegration, and overcame the Soviet satellite legacy and regional security dilemmas.
