Abstract

International politics in the Cold War era is characterized by power politics of great powers. Foreign policies of other powers have had limited influence on the reality of international politics drawing only scanty attentions of scholars. Fundamental changes of international system, however, have provided middle powers with new opportunities and capacities to have more influence. South Korean foreign policies during the era of Cold War have been based upon the most typical paradigm of ‘Cold War’ politics. In the 21th century, however, increased power and new strategic consciousness of South Korea prepared new challenges and opportunities to the South as a middle power. South Korea as one of military and economic middle powers now assumes a new status, expanding its role beyond the Korean Peninsula to the global society. This article examines the foreign policies of the Participatory Government with special emphasis on the notion of pivotal middle power theory. In the second section, this article explores the definition, major features, and strategic options of pivotal middle power, and the contents of balanced pragmatic diplomacy of the government. In the third section, this article analyzes foreign policy of the government pursued in the summit diplomacy. In the fourth section, it evaluates diplomatic strategies and policy lines of the government from the standpoint of pivotal middle power.
